This policy paper presents a collection and analysis of legal and regulatory barriers affecting the cooperative One Stop Shops in France, Belgium, and Ireland, and more broadly across Europe. Building on the work of the three OSR-Coop pilots, it examines how existing frameworks can enable or hinder citizen-led renovation. Drawing on evidence from the ground, it highlights the challanges faced and proposes policy recommendations to strengthen the role of cooperatives in Europe’s renovation wave.
Through its three pilot cooperatives, the OSR-Coop project had the opportunity to compare the enabling ecosystems in three EU countries and existing barriers, combining insights from practical implementation and from exchanges with peers and stakeholders. In doing so, it analysed how legal, regulatory, and financial frameworks shape cooperatives’ ability to deliver trusted, affordable, and technically sound renovations.
