As the OSR-Coop Project reaches its conclusion, it leaves behind a strong demonstration of how energy cooperatives can become trusted and professional actors in Europe’s renovation wave. Implemented between 2022 and 2025, the project supported 3 cooperative pilots in Ireland, Belgium, and France in designing and delivering integrated One Stop Shop (OSS) services for Citizen-led Renovation (CLR) through collective ownership and local trust. Through this approach, OSR-Coop translated the concept of CLR into practical, operational models across different national contexts. The project delivered tangible and measurable results. Across the 3 pilots, more than 80 households received renovation support, 54 renovation projects were completed, and over €4.7 million in investment was triggered, contributing to energy savings and emissions reductions. 

Beyond these figures, the pilots achieved lasting organisational transformation by professionalising their service offers, strengthening internal processes, and building durable partnerships with municipalities, contractors, and financial institutions. These results confirm that cooperative OSS can operate at scale while remaining mission-driven and citizen-led. 

Final OSR Coop Results Table

The formal closing of the project took place in Ireland, where the OSR-Coop consortium held its final meeting back-to-back with the EcoVision Retrofit Expo in Thurles on 27 August. Hosted at The Source, the meeting focused on discussing the Final Report and reflecting on the project’s outcomes, including the successful piloting of 3 renovation OSS services by EcoVision, Les 7 Vents, and Energent. The following day, OSR-Coop partners took part in panel discussions at the Expo, presenting their pilot activities, results, and future plans for cooperation with local and European stakeholders.

The EcoVision Retrofit Expo itself illustrated the broader ecosystem that OSR-Coop helped activate, with contractors, public bodies, energy agencies, and financing institutions involved in the EcoVision pilot engaging directly with citizens and offering practical information on renovation solutions, financing options, and available support mechanisms. Beyond the completion of the pilots and final events, the OSR-Coop Project leaves a tangible and openly accessible legacy in the form of its Elearning Course, Guidance Manual, Final Report, Policy Paper, and other publicly available project outputs. All of these resources are grounded in the real-life experience of the 3 cooperative pilots. Together, these resources translate 3 years of practical learning into a structured and replicable pathway that supports energy cooperatives, municipalities, and local stakeholders in designing, launching, and operating cooperative OSS for CLR. 

By making these tools publicly available beyond the project’s lifetime, OSR-Coop ensures that its results remain actionable and transferable, positioning the project as a lasting reference point for scaling CLR and strengthening community-driven approaches to the renovation wave across Europe.
